A comprehensive action plan
to tackle climate change challenges

Bologna is an Italian city renowned for its commitment towards environmental decarbonisation and is currently facing a number of climate-related challenges (exemplified by the 2023 floods) that have intensified the urgency to tackle these issues. These features, combined with its long history of decentralisation and citizen engagement activities, made the city an ideal candidate for PHOENIX project. This pilot project, in particular, will focus on the potential role that could be played by the Case di Quartiere (CdQ, the Italian word for Neighbourhood Houses)

in improving decision-making on the ecological transition in the context of the participatory mechanisms that are currently put in place by the municipality. To date, the pilot is still in progress and has completed the co-design phase. These activities have included the formation of a Territorial Commission of Co-Design, whose members were composed of local institutions, representatives of CdQ, and lay citizens. This commission has met across four meetings to discuss topics, methods, and objectives of the pilot process, that will eventually take place in the upcoming months.
